Town Council Minutes Oct. 21, 2014


Greentown Town Council Meeting
October 21, 2014 6:30 PM

Members Present: Scott Deyoe, Todd Everling, J. Scott Flick, Joyce Higginbottom, Dan Adams, Teresa Duke, Clerk.

Meeting was called to order by Mr. Deyoe.

Minutes of Previous Meeting: The minutes of the previous meeting were presented for additions or corrections. Mr. Deyoe asked for a motion to accept. Motion was made by Mr. Everling. Motion seconded by Mr. Adams. Motion carried.

Approval of Dockets: General Fund total expenses for October 8th – 21st were $2,750.03. Water Co. was $1,576.66. The Wastewater Utilities totaled $1,069.73 and the Storm Water Utility was $2,508.34. Mr. Deyoe asked for a motion to accept. Motion was made by Mr. Everling. Motion was seconded by Mr. Adams. Motion carried.

Old Business: None.

New Business: Mr. Everling brought up that Mr. Klein would like to replace the wastewater truck with a new one. Mr. Klein has obtained quotes from the following: McGonigal $35,811.00, Eriks Chevrolet $35,276.00, Button Motors $32,671.00, and Brad Howell Ford $37,355.00. All quotes include a new plow kit. The Town could save up to $4,000.00 if we use our current plow, but would need to buy a matching bracket to fit the new truck. Prices for a diesel truck would add $7,000.00 to the price. Mr. Klein brought to the Board’s attention that the Water Co. truck is in bad condition also. Mr. Adams is going to talk with Brad Howell about purchasing two new trucks and check into the leasing program as an option. Mr. Everling asked to table this until the next meeting.

Mr. Deyoe read a thank you note from the Music at the Fountain Committee thanking the Town Board for letting the Committee use the Town Board room to store their equipment during the summer concerts. Gary Buckley would like the Board to approve continue usage of the Town Board room for the 2015 concerts.

Mr. Deyoe reported that the Town of Greentown is required to adopt new FEMA Flood Maps. Mr. Deyoe read a sample ordinance provided by Indiana Department of Environmental Management. This will serve as a first of three readings for an ordinance for flood hazard areas for Greentown, Indiana. This document will be available in the Utilities Office for anyone to review.

Mr. Deyoe asked to table the Ordinance for Appropriation and Tax Rate due to the form not being available for signatures.

Guests: Scott Benson (709 E. Main St.) addressed the Town Board about his well. Mr. Benson is a well water user and is on a flat sewage rate. Mr. Benson would like to be metered and be charged for his usage instead. Mr. Deyoe said that Mr. Benson would be charged to have meter installed and that this is a one way deal. If Mr. Benson’s utility bill is higher than his flat rate bill was he can’t go back to a flat rate.

Adjourn: Mr. Deyoe asked for a motion to adjourn. Motion was made by Mr. Flick. Motion seconded by Mrs. Higginbottom.

Continuation Meeting from 10/21/14 was held October 22, 2014 at 5:30 P.M.

Members Present: Scott Deyoe, Todd Everling, Dan Adams, Judy Good, Deputy Clerk, and Teresa Duke, Clerk. Absent were J. Scott Flick and Joyce Higginbottom.

Meeting was called to order by Mr. Deyoe.

Ordinance 2014-3: Subject is to deal with Ordinance 2014-3: Ordinance or Resolution for Appropriations and Tax Rate as published in the Kokomo Tribune and the Kokomo Herald for hearings on October 7th and October 21st and continued from the meeting on October 21st. This Ordinance is hereby considered for action. Mr. Deyoe asked for a motion to approve Ordinance 2014-3. Motion was made by Mr. Everling. Motion seconded by Mr. Adams. Motion carried. Mr. Deyoe declared Ordinance 2014-3 Ordinance or Resolution for Appropriations and Tax Rate is hereby adopted.
