The changes are as follows:

Page 5, Article V, Section 4.

Revitalization Plan
Katie gave a Downtown Enhancement Grant Quarterly report. Her committee is looking for projects that can be completed with little or no money before the street project begins or even while it is going on. A lot of things can still be negotiated into the street project. Storm water is still a problem but the street project should be able to locate some of the reasons for this. Downtown sidewalks will be wider that other sidewalks and have space for potential trees. We will have to plant our own trees. Negotiations are being made to move the overhead power lines to the alley.
Jolene mentioned a new product Silva Cells. They are planted under the sidewalk and they hold water to water any trees planted there.
Murals and SignageKatie passed around a picture of the wayfinding signs. She said we are still short in funds to match the grant but there are a few that have pledged money and should be sending payment soon. Clifford Sign will install per INDOT specifications. We can not use the town in kind for this but will use it when we have to take down the signs for the 22/35 construction.
Main Occasions painted the west side of their building in preparation for a mural. They will wait until the spring to continue work on this project
Historic Designation - Rachel Jenkins.
This designation is good for the town, Gives us some prestige. Some environmental protection and possible grants for home owners on tax benefits for commercial property. St Rd 35 is still a federal road and nothing that we are doing has increased federal regulations.
Town Beautification – Jolene Rule
Jolene reported that they are beginning to remove some flowers and clean up the beds for the winter.

The Greentown Main Street Association met on Monday August 6, 2018 at the Greentown City Building Town Council room. Those in attendance were:

Directors present: Jolene Rule, Lisa Stout, Ron Simpson, Garry Hill, Mark Lantz, Liesbet Patrick, Ronda Eldridge, and Katie Regan.

Guests present : Zachary Houghton and Mike Sanders.

Jolene Rule called the meeting to order at 7:05 PM.

The President appointed Mark Lantz and Katie Regan as the nominating Committee to nominate members to the board for 2019. This would be a three year term. Those board members up for re-election are Ronda Eldridge, Ronald D. Simpson, Lisa Stout and Rachel Jenkins. Also the committee would nominate the next President and Sec/Treas for 2019 which is a one year term.

The minutes of the July 2018 meeting were approved as printed.

The Treasurer's report for July was read and filed for audit.

A question was asked if we had enough money to fund all the wayfinding signs. The answer was No. With the increase in aluminum and the fact that we can not use the town in kind donation to install the signs and will have to pay $950.00 per sign to install. Because these signs will be on 22/35 they have to be installed to INDOT standards which have to have special equipment that the town does not have. We are approx. $1624.00 short.

Fundraising – Is in need of a chairman.

Website – Lisa reported that she will get the new member added to the website business directory and also to the post office banner.

Design - Katie Regan -Chairman

Committee Members: Drew Reed, Jolene Rule, Rachel Jenkins

Revitalization Plan
Katie reported that ½ of the money has been sent to Clifford Sign to begin construction of our wayfinding signs. Two signs will be to the High School, the Comet Trail and the Performing Arts Center. Two signs will be to the fair grounds, City Hall and Glass Museum. Plans for two more signs would be to the Fairgrounds using Maple Street.
We can not use the Town Council in kind donation for installation of the signs but we might be able to use it to store the signs when INDOT tears up the road. We will take down the signs and leave the post. Indot will put the post back where they want them and we will put the signs back up.
Meeting with INDOT regarding redoing 22/35 through town. - INDOT said all sidewalks and curbs might not be replaced. Katie wants to get a guarantee that all sidewalks and curbs will be replace. Jolene reported that bump outs are not wanted by the town or the fire department. Indot is looking at curbs that are more user friendly.
Also at this meeting the topic of burying the electic lines in the downtown area to have nicer light poles and eliminate the wooden poles. Mr. Lovell suggested that the lines that can not be buried should be moved to the alley. This would be in our best interest and would be to the Electic Companies advantage. He will talk to the electric company on our behalf.
Murals and SignageSome painting has been started on the West outside wall of Main Occassions. The students that had originally designed the murals are no longer available. Some ideas were discussed as to finding volunteers to do the painting and the Interurban design might still happen on this wall.
Historic Designation - Rachel Jenkins.
Rachel sent in the following report.
The Indiana State Historic Preservation Review Board vote July 18, 2018, to list the Greentown Commercial Historic District in the National Register of Historic Places (NRHP). The vote concurrently placed the district on the Indiana State Register of Historic Sites and Structures and the NRHP lising will be made official by U.S. Department of the Interior within approximately 45 days.
Town Beautification – Jolene Rule
Jolene reported that the flowers are being watered by the town and are doing well.
Christmas Lights – Jim Miller

Economic Vitality - Mark Lantz - Chairman.

Mark reported that a new business is looking for property in the Greentown downtown area. He reported that Subway will not be moving soon. The company is changing the model and look of their buildings so construction of the new building has been delayed. Garry Hill reported that all the utilities are changing underground and Subway is waiting on the new locations.

Brad Howell Ford (BHF) building will be the new Dirt & Turf building after BHF moves into Kokomo.

Mark reported that Heartland Market, Dollar General and Family Dollar are all doing ok. There had been doubt that Greentown could support all three businesses but so far things are going well.

Mark told about some flags he had noticed in a town he traveled through that had WWI and WWII Veterans on them. These flags were sponsored and paid for by the verterans families. He thought they were nice.

“Keep the Green in Greentown” decals were discussed. The colors were questioned but the design was approved. Katie mentioned that this is something positive that we can do before construction begins on the road to keep enthusiasm up. Ron made the motion to spend up to $135.00 for 50 decals. Liesbet seconded and the motion passed.

Mark stated “ Invest in your own town. Town prices are affordable”

Comments - How do we get more people involved in Main Street? Some people just need to be asked. They won't volunteer on their own. We have several volunteers but they don't always come to meetings. This is a board meeting and they are not required to come. Maybe look at other Main Streets. Converse? Some people don't understand what Main Street does for the community.

With no other business, the meeting was adjourned at 7:40 PM. The next meeting will be Monday April 2, 2018 at 7:00 PM.
