Town Council Meeting Minutes Nov. 18, 2014


Greentown Town Council Meeting

November 18, 2014 6:30 PM

Members Present: Scott Deyoe, Todd Everling, J. Scott Flick, Dan Adams, Teresa Duke, Clerk. Absent: Joyce Higginbottom.

Meeting was called to order by Mr. Deyoe.

Minutes of Previous Meeting: The minutes of the previous meeting were presented for additions or corrections. Mr. Deyoe asked for a motion to accept. Motion was made by Mr. Adams. Motion seconded by Mr. Flick. Motion carried.

Approval of Dockets: General Fund total expenses for November 5th- November 18th were $17,325.65. Water Co. was $5,136.19. The Wastewater Utilities totaled $5,283.71. Mr. Deyoe asked for a motion to accept. Motion was made by Mr. Everling. Motion was seconded by Mr. Adams. Motion carried.

Ryan Brauen - Discuss Sewer Use Ordinance Draft: Mr. Brauen was unable to attend the meeting. Mr. Brauen was at an Indiana Water Conference. Mr. Deyoe updated the Town Council on the Sewer Use Ordinance that Mr. Brauen was asked to prepare. The modified ordinance would allow a town property owner who is connected to the public sanitary sewer yet operates a private well to choose between two means of paying for their sewer service. The first option is the flat monthly rate which exists currently. The second option is that the property owner can choose to have a meter installed, which will then allow them to pay for their actual water use, in the same way that someone using the town water services pays. This will allow them to pay for their sewer usage in a more accurate fashion. The property owner will be responsible for the installation of the meter. Mr. Brauen is still working on proposed changes to the ordinance and those will be discussed a later date.

Old Business: Mr. Klein gave an update on purchasing two new trucks. The Water Co. is not in good enough financial shape to afford a new truck. Mr. Klein had the current Water Co. truck serviced and prepared for winter use. The Wastewater Utility will proceed with the purchase of a new truck. The current wastewater truck was the one in poorer condition. Mr. Deyoe asked for a motion to accept a new truck for the wastewater, not to exceed $36,000. Motion was made by Mr. Everling. Motion was seconded by Mr. Flick. Motion carried. The truck will be purchased at Brad Howell Inc. with a new snow blade. The current wastewater truck will be sold at auction at a later date.

Mr. Deyoe read the third and final reading of the Ordinance for Flood Hazard Areas for Greentown, Indiana. It will be Ordinance No. 2014 – 4. Mr. Deyoe asked for a motion to accept. Motion was made by Mr. Everling. Motion was seconded by Mr. Adams. Motion carried.

Mr. Everling has a quote from Pat Vaughn for the Interact software for the Police Department. The new quote is $6,506.40 and then there will be a $526.40 maintenance charge for the second year and on. The last quote was $22,000 and some change. This is a great savings for the town. Mr. Everling made a motion to accept the $6,506.40 for the Interact service for the Greentown Police Department and fund it with money from the Riverboat Fund. Motion was seconded by Mr. Flick. Motion carried.

Mr. Deyoe asked Marshal Bennett to give updates on the two properties that he was requested to move on to the next step of demolition at the last meeting. Marshal Bennett said the property on 228 S. Hunt Street is now boarded up and is safe and secure. With the property on East Main St., Marshal Bennett is waiting for Mr. Mark Lantz to return his phone call regarding status.

Marshal Bennett introduced Mr. James Skinner as the new Deputy Marshal. Mr. Peelle is working on Mr. Skinner’s contract.

New Business: An ordinance fixing the salaries of the Town Council, Clerk Treasurer, Town Attorney, Town Employees, Plan Commission, and The Board of Appeals for the Town of Greentown, Indiana was read by Mr. Deyoe. This is the first reading and Mr. Deyoe asked for a motion to suspend three readings on ordinance of salaries which will be Ordinance Number 2014- 5, effective January 1, 2015. Motion was made by Mr. Everling. Motion was seconded by Mr. Adams. Motion carried. Mr. Deyoe asked for a motion to accept ordinance number 2014 – 5 effective January 1, 2015. Motion was made by Mr. Everling. Motion was seconded by Mr. Adams. Motion carried. This Ordinance is available for anyone to review in Utility Office.

Michelle Larson – Mini-Marathon for Haiti Trip: Mrs. Larson is involved with an organization called Haitian Christian Outreach. This organization helps build churches and hospitals in Haiti and Mrs. Larson would like to host a 5k and half marathon in Greentown on October 10, 2015 to raise funds for this outreach. The Council agreed to support this event. Mrs. Larson will be in contact with Marshal Bennett and Mr. Klein on running this event.
