Town Council meeting October 2, 2012

Present: Joyce Higginbottom, Dan Adams, Todd Everling, Scott Flick, Carolyn Johnson and Jeremy Peelle.

Meeting was brought to order with prayer by Dan Adams. Kevin Moss led the pledge of allegiance.

Dan Adams made the motion to accept the September 4, 2012 minutes.  Todd Everling seconded, Motion passed.

1.       Town Policy on employee benefits

Ryan Brauen, Engineer/Wessler Engineering

1.       Bids on project Tuesday October 9^th at 3:30 PM.  They will take the bids to review at our November meeting-will provide Umbaugh with apparent low bidder.  Have had good response and are very optimistic. As bids come in write time and date, but do not open them.  Need verbal authorization from Eastern Howard School on construction easement.  Dan Adams to follow up with written authorization from the school.

Doug Baldessari and Brittany Dollar/ H.J. Umbaugh & Associates

                Presenting rate study on 5.5 million dollars for this sewage project.  Next month meeting will present final rate ordinance to act upon.  Scott Deyoe made the motion to approve the Umbaugh Rate Study for the amount not to exceed $30,000.00 which is the maximum estimated fees at the back of the proposal dated September 28, 2012.  Todd Everling seconded.  Motion passed.

Greentown Fire Department – 43 EMS Runs, 3 Fire Runs and 9 Rescue Runs.  Still working with Township trustees on the lease agreement.  Hope to have paperwork by next meeting.

Police Report – Dan Adams motion to accept. Todd Everling seconded.  Motion passed.

Water/Street Report – Scott Flick motion to accept. Dan Adam seconded. Motion passed.

Wastewater Report – Dan Adams motion to accept. Scott Flick seconded. Motion passed.

Park Advisory Board Report presented by Jolene Rule.  Holiday Bazaar November 17^th at fairgrounds. Booth space $30.00.

Unfinished Business;

Waste management: Change pickup from Friday to Wednesday.  Motion made by Todd Everling to accept.  Scott Deyoe seconded.  Motion passed.  It will be their expense to notify residents of change on November 7, 2012.

Cell Tower Letter: Kevin Moss to send registered letter to owner reassuring us they will not disturb the land.

Ordinance Number 2012-13 AN ORDINANCE ESTABLISHING THE VOYING DISTRICTS OF THE TOWN OF GREENTOWN. First Reading 10/02/2012.

Motion made by Scott Flick to pay $.44 mileage reimbursement for each business mile driven as per state mileage reimbursement rate of 5/1/2011.

Motion made by Dan Adams for Joyce and Sharon to attend Keystone Software meeting on Wednesday  November 14, 2012 at Wabash Honeywell Center.  Scott Flick seconded.  Motion passed.

Motion to accept AT & T contract at $246.98 monthly for 48 months made by Scott Deyoe second by Scott Flick. Motion passed.  Commend Deputy Clerk for finding the overbilling and working with AT&T for reimbursement.

Downey Insurance – presented award for excellent worker safety record for 2011.

Dan Adams made motion to donate $50.00 for Buddy Walk/Down Syndrome as per letter received from Kim Hendricks.  Todd Everling seconded.  Motion passed.

Ordinance 2012-12 ORDINANCE/RESOLUTION FOR APPROPRIATIONS AND TAX RATE FOR THE YEAR ENDING 12-31-2013.  Todd Everling made the motion to accept.  Dan Adams seconded. Each council member was poled individually. Higginbottom – aye  Dan Adams – aye   Todd Everling – aye  Scott Deyoe – aye   Scott Flick – aye   Motion passed.

Ordinance Number 2012-14 SALARY ORDINANCE TOWN OF GREENTOWN AND TOWN OF GREENTOWN PERSONNL POLICIES AND  EMPLOYEE BENEFITS held for review until next month. Board meetings: November  6^th regular meeting and November 13, 2012 at 7:00 PM ( no caucus).

Dan Adams made the motion to adjourn. Todd Everling seconded.
