Greentown Town Council Meeting


February 3, 2015 6:30 PM




Members Present: Scott Deyoe, Todd Everling, J. Scott Flick, Teresa Duke, Clerk.
Absent: Dan Adams, Joyce Higginbottom.


Meeting was called to order by President Scott Deyoe.


Minutes of Previous Meeting: The minutes of the previous meeting were presented for additions or corrections. Mr. Deyoe asked for a motion to accept. Motion was made by Mr. Flick. Motion seconded by Mr. Everling. Motion carried.


Approval of Dockets: General Fund total expenses for January 21st – February 3rd were $39,745.32. Water Co. was $18,006.39. The Wastewater Utilities totaled $174,326.27. Mr. Deyoe asked for a motion to accept. Motion was made by Mr. Everling. Motion was seconded by Mr. Flick. Motion carried.


Items from Attorney: Mr. Peelle presented two ordinances: AN ORDINANCE RESTORING CONTROL OF THE TOWN OF GREENTOWN MUNICIPAL UTILITIES TO THE CLERK-TREASURER OF THE TOWN OF GREENTOWN and AN ORDINANCE AMENDING THE ORDINANCE REGULATING THE CONNECTION TO AND USE OF PUBLIC AND PRIVATE SEWERS AND DRAINS, INSTALLATION AND CONNECTION TO BUILDING SEWERS, AND THE DISCHARGE OF WATERS AND WASTES INTO THE PUBLIC SEWER SYSTEM OF THE TOWN OF GREENTOWN. Mr. Peelle reviewed an Engagement Letter for Rate Consulting Service for the Water and Storm Water from Therber, Brock & Associates, LLC. Mr. Peelle also indicated that he had contacted Bose McKinney & Evans LLP to be Greentown’s bond counsel on the Waterworks Refunding Revenue Bonds, Series 2015. Further discussion of these items will be conducted during the New Business section of the meeting.


Engineer Report: Mr. Brauen presented Task Order #3 for the Stormwater Utility. This Task Order is needed for Mr. Brock to conduct a new rate study for the stormwater utility. Mr. Deyoe asked for a motion to accept Task Order # 3 from Wessler Engineering that will not exceed $15,200.00 in costs and to be paid from the Stormwater Utility fund. Motion was made by Mr. Everling. Motion was seconded by Mr. Flick. Motion carried.


The Town of Greentown is pursuing an OCRA Grant and the following Agreement and Task Orders are needed for the application process for this grant. Mr. Deyoe asked for a motion to accept AGREEMENT BETWEEN TOWN OF GREENTOWN AND WESSLER ENGINEERING FOR ON-CALL DRINKING WATER ENGINEERING SERVICES at their current hourly rates for 2015. Motion was made by Mr. Flick. Motion was seconded by Mr. Everling. Motion carried. Mr. Deyoe asked for a motion to approve Task Order #1 against the On-Call Agreement that was just approved and will not exceed $15,000 in costs. Motion was made by Mr. Flick. Motion was seconded by Mr. Everling. Motion carried. Mr. Deyoe asked for a motion to accept Task Order #2 which will provide a water system evaluation and preparation of a Preliminary Engineering Report to be used for OCRA and SRF project funding and will not exceed $30,000 in costs. Motion was made by Mr. Everling. Motion was seconded by Mr. Flick. Motion carried.


Greentown Fire Dept. Report: Mr. Hendricks reported that in January they had 4 fire runs, 4 rescue runs, and 46 EMS runs. Mr. Hendricks informed the council that Brad Winger was awarded Farmer of the Year by Monsanto. This award is donating $2,500 to a charity that Mr. Winger wishes and that is the Greentown Fire Department. The check will be presented to the Fire Department at their March 2nd meeting.


Police Dept. Report: Reading of Paper Report. Mr. Deyoe asked for a motion to accept the report. Motion was made by Mr. Flick. Motion was seconded by Mr. Everling. Motion carried.

New Business from Council Members: Mr. Deyoe would like to suspend three readings for Ordinance Number 2015-2: RESTORING CONTROL OF THE TOWN OF GREENTOWN MUNICIPAL UTILITIES TO THE CLERK-TREASURER OF THE TOWN OF GREENTOWN since there would be no financial impact to the Town. Motion was made by Mr. Everling. Motion was seconded by Mr. Flick. Motion carried. Mr. Deyoe read ORDINANCE NUMBER 2015-2. Mr. Deyoe asked for a motion to accept ORDINANCE NUMBER 2015-2. Motion was made by Mr. Everling. Motion was seconded by Mr. Flick. Motion carried.


Mr. Peelle has received and reviewed a letter of engagement from Bose McKinney & Evans LLP to be Greentown’s bond counsel for the Waterworks Refunding Revenue Bonds, Series 2015. Mr. Deyoe asked for a motion to accept this Scope of Engagement from Bose McKinney & Evans LLP. Motion was made by Mr. Everling. Motion was seconded by Mr. Flick. Motion carried.

Mr. Mark Hansen from Utility Service Group gave a presentation on their inspections of the North & South Water Tanks. Mr. Hansen gave the benefits of having a maintenance program with Utility Service Group:
  • Annual inspections w/reports
  • Every other year, wash-outs w/reports
  • Emergency service – No extra cost
  • Lifetime warranty on the paint coatings – Never pay for paint or labor again
  • Set annual budget figure, no “spikes” in budget
  • NO CHANGE ORDERS
  • Preventative maintenance is less expensive than crisis management
  • Hassle free tank maintenance – single point of contact
The council will be having on going discussions on having a maintenance program with USG.


Clerk/Treasurer and Council President: Mr. Deyoe announced that the Utilities Office will be closed on Mondays starting on February 9, 2015. The Utilities Office hours will be from 8:30-4:30 Tuesday thru Friday. Will be closed 1:00 to 2:00 for lunch.

Town Council Minutes January 20, 2015

Greentown Town Council Meeting


January 20, 2015 6:30 PM

Meeting was called to order by President Scott Deyoe.


Minutes of Previous Meeting: The minutes of the previous meeting were presented for additions or corrections. Mr. Deyoe asked for a motion to accept. Motion was made by Mr. Flick. Motion seconded by Mr. Everling. Motion carried.


Approval of Dockets: General Fund total expenses for January 7th – January 20th were $36,749.55. Water Co. was $11,667.31. The Wastewater Utilities totaled $12,149.96. Mr. Deyoe asked for a motion to accept. Motion was made by Mr. Everling. Motion was seconded by Mr. Flick. Motion carried.


Engineer Report: Mr. Brauen gave a report on Greentown’s Water Wells and their capacities. Wells #1 and #2 are located by the south water tower and are close together. Well #3 is on leased property owned by New Holland of Rochester. Well #4 was dug 10 plus years ago and is located north of the fairgrounds but has not been brought on line yet. Ortman Well Drilling does the Town maintenance on the wells and provided flow data in September of 2014 which was used to determine if well #3 was abandoned would the Town meet the State of Indiana’s requirement to provide water to the residents and it would not. The Town would need to bring on well #4. The State looks at your best producing well and if that well would happen to go out of service would the Town be able to meet the State’s requirements to the residents. Well #4 would have twice the flow rate of well #3.


Mr. Brauen presented four projects with probable costs: Project A – New Groundwater Well (Well #4) $230,000. Project B – Howard Street Water Main Replacement $73,000. Project C – S.R. 213 Water Main Replacement $93,000. Project D – Payton Street Water Main Extension $147,000. Total estimated cost for all projects is $678.750.


Steven Brock – Rate Study for Water Co.: Mr. Brock of Therber, Brock & Associates, Inc. has reviewed the 2013 water rates for the Greentown Water Utility and determined that the utility requires additional funding. Mr. Brock has not seen the rates for 2014. The Water Utilities are supposed to be self-supporting. Mr. Brock indicated that Greentown needs a water rate increase in order to make the utility fully funded. Mr. Brock will be in attendance at the public hearings to help explain to the community why Greentown needs a water rate increase. Mr. Brock recommends implementing a two phase rate increase. The first rate increase would involve looking at the Water Company’s current financial condition and establish rates that would get the Water Co. fully funded. The second rate increase would solely be used to get a matching grant for improvements. The purposes of the grant are described below. Preceding this way allows town residents to know and understand why the rate increases are required. Mr. Deyoe asked for a motion to do a Water rate study and to conduct it into two phases. Motion was made by Mr. Everling. Motion was seconded by Mr. Flick. Motion carried.


Greentown has the opportunity to refinance an SRF Loan that the Water Utility holds at 4.5% interest rate. The balance on the current loan is just over one million dollars. The Water Co. can save around $10,000 year by refinancing this loan to a 2.5% interest rate or lower. Mr. Deyoe asked for a motion to allow Therber, Brock & Associates, Inc. to work with the clerk treasurer and refinance the Water Utility’s SRF Loan of 4.5% interest rate to a rate of 2.5% or lower. Motion was made by Mr. Everling. Motion was seconded by Mr. Flick. Motion carried. Mr. Deyoe authorized Mr. Peelle to designate a bond counselor which is required in the SRF loan refinance process.


Amy Miller – Discuss Grants for the Water Utility: Amy Miller, owner of Cornerstone Grants Management, Inc., informed the Town Council on the time schedule to pursue an Office of Community and Rural Affairs Grant (OCRA) for the Water Utility which would include all projects that Mr. Brauen presented. OCRA has only one funding period a year and the proposal is due on March 6, 2015 and final application deadline is May 29, 2015. The Town of Greentown will need to conduct a income survey as part of the requirement from OCRA. Mrs. Miller said the income survey can be done by mailings, over the phone or door to door. She recommends the door to door survey if the Town could provide sufficient resources for it. If not, then a mailed survey is the best alternative. Mr. Deyoe recommended doing the mailings for the income study. Income survey fee is $2,790. Mr. Deyoe asked for a motion to conduct an Income Study that Nannette L. Van De Voorde, owner of NV Grant Services, LLC, would perform. Motion was made by Mr. Everling. Motion seconded by Mr. Flick. Motion carried. The Income Survey will be funded out of Riverboat funds and will not exceed $4,000. Mr. Brock advised the Town Council to apply for an SRF Loan in case the OCRA Grant does not get approved. Mr. Brock will apply for the SRF at no charge to the Town. The Town does not have to accept the SRF if the OCRA is denied. Mr. Deyoe asked for a motion for Therber, Brock & Associates to apply for an SRF Loan on behalf of Greentown at no charge. Motion was made by Mr. Everling. Motion seconded by Mr. Flick. Clerk/Treasurer and Council President: Mrs. Duke informed that the Utilities office will be terminating the postcard billings and use letter size for the billings starting on February 25, 2015. Savings to the Water and Wastewater Utilities will be $100. a month.


This is an election year for Town Council Members for Wards 1, 2, and 3, and is for a one year term. The Howard County Clerk’s office will run the election at no cost to Greentown.

Re-Organization Meeting of Town Council

Members Present: Todd Everling, Dan Adams, J. Scott Flick, Teresa Duke, Clerk. Absent: Scott Deyoe and Joyce Higginbottom.


Clerk Teresa Duke called to order the Town Council Re-Organization meeting. Mrs. Duke asked for nominations for President. Mr. Everling nominated Scott Deyoe. The nomination was seconded by Dan Adams. Scott Flick moved nominations be closed. Both motions were approved. Scott Deyoe will be President for the year 2015. Mrs. Duke asked for nominations for Vice President. Scott Flick nominated Todd Everling. Dan Adams seconded the nomination. Both motions were approved. Todd Everling was elected Vice President for 2015.

Items from Attorney: Mr. Peelle has an amended ordinance for the Flood Hazard Areas for Greentown. The original Ordinance No. 2014-4 was sent to IDEM on November 19th 2014 for review. IDEM came back and said a section needed to be renumbered. Ordinance is due February 1, 2015. Mr. Everling asked for a motion to suspend the three readings on amended Ordinance for the Flood Hazard Areas for Greentown. Motion was made by Mr. Flick. Motion seconded by Mr. Adams. Motion carried. Mr. Everling asked for a motion to accept amended Ordinance. Motion was made by Mr. Flick. Motion seconded by Mr. Adams. Motion carried. The ordinance will now be Ordinance No. 2015–1.

Motion was made by Mr. Flick. Motion seconded by Mr. Adams. Motion carried.

Town Council Meeting Minutes Dec 2, 2014


Greentown Town Council Meeting

December 2, 2014 6:30PM

Meeting was called to order by Mr. Deyoe.

Approval of Dockets: General Fund total expenses for November 19th – December 2nd were $26,940.71. Water Co. was $685.36. The Wastewater Utilities totaled $49,956.10. Mr. Deyoe asked for a motion to accept. Motion was made by Mr. Everling. Motion was seconded by Mr. Adams. Motion carried.

Items from Attorney: Mr. Peelle brought his contract for 2015 to be reviewed and approved. Mr. Deyoe read the contract and asked for a motion to accept. Motion was made by Mr. Everling. Motion was seconded by Mr. Flick. Motion carried.

Items from Engineer: Stormwater District Administrator Greg Lake and Howard County Surveyor Dave Duncan (Both are on The Howard County Drainage Board) were asked to come by Mr. Klein to give updates on Greentown’s Drains Project. The Greentown Drains Project started in 2004 and the last update was on July 1, 2009. The only thing new since then is the financing on the project. In 2009 the project would have been bonded. Currently there is a local bank with which the town could finance the project. It would be a 5 year loan at 5% interest. This project will involve several public hearings that will be on the proposed reconstruction and on property tax rates. Paying for this project is a concern to the Town Council. The Town Council will continue to address the stormwater issues of the Town of Greentown.

Mr. Deyoe read a letter from IDEM dated October 30, 2014 that released Greentown from the sewer connection ban. A letter also was read from IDEM dated November 13, 2014 stating The Town of Greentown was released from the Agreed Order. Mr. Deyoe thanked the residents of Greentown for absorbing a significant rate increase to make this happen. Mr. Deyoe also wanted to thank Wessler Engineering with all their help in this matter.

Mr. Brauen brought up the lift station in the Meadows. This station has been a source of problems for a long time. The lift station is on a single phase power and needs to be on a three phase power. This project will cost between $100,000 to $150,000. Mr. Brauen has put together a quote package which will be Task order 4 at the cost of $15,500. The quote package will be sent out to three contractors for bids and then the Town Council will select the contractor to work on the Meadows lift station. Mr. Deyoe asked for a motion to accept Meadows Lift Station Rehabilitation (132010.04.001) Task order 4. Motion was made by Mr. Everling. Motion was seconded by Mr. Adams. Motion carried. This will be a Spring Construction.

Greentown Fire Department Report: Mr. Hendricks reported that in November they had 45 EMS Runs and 9 Fire runs. Mr. Hendricks reported that the fire department officers will stay the same for the 2015 year.

Police Report: None. Marshal Bennett received a call before the meeting and was unable to attend.

Park Advisory Board: Lisa Stout from the Greentown Main Street Association is working on the Community Garden. Ms. Stout would like to go in another direction with the garden. Ms. Stout would like to offer plots to interested individuals and groups so that they can work the soil and produce vegetables and flowers for themselves, their families and for the food pantries in the area. Town of Greentown is in the liability clause in both documents that Ms. Stout sent. Mr. Deyoe asked that all documents be sent to all Town Council Members and Mr. Peelle for review on this matter and to be discussed at a later time.

Town Council Meeting Minutes Nov. 18, 2014


Greentown Town Council Meeting

November 18, 2014 6:30 PM

Members Present: Scott Deyoe, Todd Everling, J. Scott Flick, Dan Adams, Teresa Duke, Clerk. Absent: Joyce Higginbottom.

Meeting was called to order by Mr. Deyoe.

Minutes of Previous Meeting: The minutes of the previous meeting were presented for additions or corrections. Mr. Deyoe asked for a motion to accept. Motion was made by Mr. Adams. Motion seconded by Mr. Flick. Motion carried.

Approval of Dockets: General Fund total expenses for November 5th- November 18th were $17,325.65. Water Co. was $5,136.19. The Wastewater Utilities totaled $5,283.71. Mr. Deyoe asked for a motion to accept. Motion was made by Mr. Everling. Motion was seconded by Mr. Adams. Motion carried.

Ryan Brauen - Discuss Sewer Use Ordinance Draft: Mr. Brauen was unable to attend the meeting. Mr. Brauen was at an Indiana Water Conference. Mr. Deyoe updated the Town Council on the Sewer Use Ordinance that Mr. Brauen was asked to prepare. The modified ordinance would allow a town property owner who is connected to the public sanitary sewer yet operates a private well to choose between two means of paying for their sewer service. The first option is the flat monthly rate which exists currently. The second option is that the property owner can choose to have a meter installed, which will then allow them to pay for their actual water use, in the same way that someone using the town water services pays. This will allow them to pay for their sewer usage in a more accurate fashion. The property owner will be responsible for the installation of the meter. Mr. Brauen is still working on proposed changes to the ordinance and those will be discussed a later date.

Old Business: Mr. Klein gave an update on purchasing two new trucks. The Water Co. is not in good enough financial shape to afford a new truck. Mr. Klein had the current Water Co. truck serviced and prepared for winter use. The Wastewater Utility will proceed with the purchase of a new truck. The current wastewater truck was the one in poorer condition. Mr. Deyoe asked for a motion to accept a new truck for the wastewater, not to exceed $36,000. Motion was made by Mr. Everling. Motion was seconded by Mr. Flick. Motion carried. The truck will be purchased at Brad Howell Inc. with a new snow blade. The current wastewater truck will be sold at auction at a later date.

Mr. Deyoe read the third and final reading of the Ordinance for Flood Hazard Areas for Greentown, Indiana. It will be Ordinance No. 2014 – 4. Mr. Deyoe asked for a motion to accept. Motion was made by Mr. Everling. Motion was seconded by Mr. Adams. Motion carried.

Mr. Everling has a quote from Pat Vaughn for the Interact software for the Police Department. The new quote is $6,506.40 and then there will be a $526.40 maintenance charge for the second year and on. The last quote was $22,000 and some change. This is a great savings for the town. Mr. Everling made a motion to accept the $6,506.40 for the Interact service for the Greentown Police Department and fund it with money from the Riverboat Fund. Motion was seconded by Mr. Flick. Motion carried.

Mr. Deyoe asked Marshal Bennett to give updates on the two properties that he was requested to move on to the next step of demolition at the last meeting. Marshal Bennett said the property on 228 S. Hunt Street is now boarded up and is safe and secure. With the property on East Main St., Marshal Bennett is waiting for Mr. Mark Lantz to return his phone call regarding status.

Marshal Bennett introduced Mr. James Skinner as the new Deputy Marshal. Mr. Peelle is working on Mr. Skinner’s contract.

New Business: An ordinance fixing the salaries of the Town Council, Clerk Treasurer, Town Attorney, Town Employees, Plan Commission, and The Board of Appeals for the Town of Greentown, Indiana was read by Mr. Deyoe. This is the first reading and Mr. Deyoe asked for a motion to suspend three readings on ordinance of salaries which will be Ordinance Number 2014- 5, effective January 1, 2015. Motion was made by Mr. Everling. Motion was seconded by Mr. Adams. Motion carried. Mr. Deyoe asked for a motion to accept ordinance number 2014 – 5 effective January 1, 2015. Motion was made by Mr. Everling. Motion was seconded by Mr. Adams. Motion carried. This Ordinance is available for anyone to review in Utility Office.

Michelle Larson – Mini-Marathon for Haiti Trip: Mrs. Larson is involved with an organization called Haitian Christian Outreach. This organization helps build churches and hospitals in Haiti and Mrs. Larson would like to host a 5k and half marathon in Greentown on October 10, 2015 to raise funds for this outreach. The Council agreed to support this event. Mrs. Larson will be in contact with Marshal Bennett and Mr. Klein on running this event.

Greentown Town Council Meeting

November 4, 2014 6:30 PM

Meeting was called to order by Mr. Deyoe.

Minutes of Previous Meeting: The minutes of the previous meeting were presented for additions or corrections. Mr. Deyoe asked for a motion to accept. Motion was made by Mr. Flick. Motion seconded by Mrs. Higginbottom. Motion carried.

Approval of Dockets: General Fund total expenses for October 22nd – November 4th were $15,559.04. Water Co. was $568.78. The Wastewater Utilities totaled $48,726.93. Mr. Deyoe asked for a motion to accept. Motion was made by Mr. Everling. Motion was seconded by Mr. Adams. Motion carried.

Items from Attorney: None.

Items from Engineer: Mr. Deyoe reported for Mr. Brauen. Mr. Brauen has requested from IDEM that we be removed from the sewer ban and the agreed order. Mr. Klein has prepared data from the operating of the plant. Both Mr. Brauen and Mr. Klein wrote a compelling letter indicting that since construction began that the town has not had any issues. The town should receive good news at anytime on the sewer ban. Mr. Deyoe asked to table the Sewer Use Ordinance until next meeting (11-18-14) and Mr. Brauen will be in attendance to present this discussion.

Greentown Fire Department Report: Mr. Hendricks reported that in October they had 45 Runs: 8 Fire, 33 EMS, and 4 Rescue. Mr. Hendricks brought up the Fire Contract for 2015. It is the same as the year before except they add the normal 3% increase to it. Mr. Deyoe read the new Fire Contract Amount for 2015. The contract specifies $25,688.00 which is payable in two installments, first payment of $12,844.00 is due June 1, 2015 and the second payment for the same amount is due on December 1, 2015. Mr. Deyoe asked for a motion to accept the Fire Contract for 2015. Motion was made by Mr. Everling. Mrs. Higginbottom seconded. Motion carried.

Police Report: Reading of Paper Report. Mr. Deyoe asked for a motion to accept the report. Motion was made by Mr. Everling. Motion seconded by Mr. Adams. Motion carried.

Mr. Deyoe asked Marshal Bennett on an update on candidates to add to the Greentown Police Department. Marshal Bennett responded that from the applications he has received, he has narrowed them down to two. The two candidates are James Skinner and current reserve officer Tony Bougher. The Police Board Committee members know both candidates and Mr. Everling made a motion to hire James Skinner as new Deputy Marshal. Motion was seconded by Mr. Flick. Motion carried with four ayes. Mr. Peelle will draw a contract stating that Mr. Skinner will go through the full police academy course, with expenses to be paid by the Greentown Police, and in return will commit to Greentown Police Department for four years. If Mr. Skinner leaves before the four years he will reimburse the cost of the academy based on a prorated scale.

Water Report: Reading of Paper Report. Mr. Deyoe asked for a motion to accept the report. Motion was made by Mr. Everling. Motion seconded by Mr. Flick. Motion carried.

Street Report: Reading of Paper Report. Mr. Deyoe asked for a motion to accept the report. Motion was made by Mr. Flick. Motion seconded by Mr. Everling. Motion carried. The street sweeper will go back into Rowes to have the transmission looked over again at no charge.

Wastewater report: Reading of Paper Report. Mr. Deyoe asked for a motion to accept the report. Motion was made by Mr. Flick. Motion seconded by Mr. Adams. Motion carried. The open house for the wastewater plant has been pushed back to spring of 2015.

Park Advisory Board: No Report.

Old Business: Mr. Deyoe read the second reading for the ordinance on flood hazard areas for Greentown, Indiana. This document will be available in the Utilities Office for anyone to review.

Mr. Klein brought to the board that Mr. Adams talked with Brad Howell regarding two new trucks; one for the Wastewater and one for the Water Co.. .Brad Howell Ford is now within two hundred from the other bids given by McGonigal, Eriks Chevrolet, and Button Motors. Mr. Deyoe asked to table this until the next meeting (11-18-2014) so that Mr. Klein and Mrs. Duke can meet and discuss options for payment on the trucks.

New Business from Council Members: Mr. Everling talked with Captain Asher regarding the Interact for the police department. The Greentown Police Department will be able to use the Howard County Sheriff’s Department license for the Record Management System at no charge. A new quote will be coming on the mobile units.

Guests: Mr. Downs noted that the house on East Main Street with the roof falling in needs to be condemned. Marshal Bennett will start proceedings on this by issuing a nuisance ordinance on the property. Marshal Bennett mentioned that the house on 228 S. Hunt Street was given a grace period by the Town Board to demolish this property by spring as long as the property was secured. The owner has not complied by securing his property. Mr. Deyoe informed Marshal Bennett to move to the next step on this.

Approval of Dockets: General Fund total expenses for October 8th – 21st were $2,750.03. Water Co. was $1,576.66. The Wastewater Utilities totaled $1,069.73 and the Storm Water Utility was $2,508.34. Mr. Deyoe asked for a motion to accept. Motion was made by Mr. Everling. Motion was seconded by Mr. Adams. Motion carried.

Old Business: None.

New Business: Mr. Everling brought up that Mr. Klein would like to replace the wastewater truck with a new one. Mr. Klein has obtained quotes from the following: McGonigal $35,811.00, Eriks Chevrolet $35,276.00, Button Motors $32,671.00, and Brad Howell Ford $37,355.00. All quotes include a new plow kit. The Town could save up to $4,000.00 if we use our current plow, but would need to buy a matching bracket to fit the new truck. Prices for a diesel truck would add $7,000.00 to the price. Mr. Klein brought to the Board’s attention that the Water Co. truck is in bad condition also. Mr. Adams is going to talk with Brad Howell about purchasing two new trucks and check into the leasing program as an option. Mr. Everling asked to table this until the next meeting.

Mr. Deyoe read a thank you note from the Music at the Fountain Committee thanking the Town Board for letting the Committee use the Town Board room to store their equipment during the summer concerts. Gary Buckley would like the Board to approve continue usage of the Town Board room for the 2015 concerts.

Mr. Deyoe reported that the Town of Greentown is required to adopt new FEMA Flood Maps. Mr. Deyoe read a sample ordinance provided by Indiana Department of Environmental Management. This will serve as a first of three readings for an ordinance for flood hazard areas for Greentown, Indiana. This document will be available in the Utilities Office for anyone to review.

Mr. Deyoe asked to table the Ordinance for Appropriation and Tax Rate due to the form not being available for signatures.

Guests: Scott Benson (709 E. Main St.) addressed the Town Board about his well. Mr. Benson is a well water user and is on a flat sewage rate. Mr. Benson would like to be metered and be charged for his usage instead. Mr. Deyoe said that Mr. Benson would be charged to have meter installed and that this is a one way deal. If Mr. Benson’s utility bill is higher than his flat rate bill was he can’t go back to a flat rate.

Ordinance 2014-3: Subject is to deal with Ordinance 2014-3: Ordinance or Resolution for Appropriations and Tax Rate as published in the Kokomo Tribune and the Kokomo Herald for hearings on October 7th and October 21st and continued from the meeting on October 21st. This Ordinance is hereby considered for action. Mr. Deyoe asked for a motion to approve Ordinance 2014-3. Motion was made by Mr. Everling. Motion seconded by Mr. Adams. Motion carried. Mr. Deyoe declared Ordinance 2014-3 Ordinance or Resolution for Appropriations and Tax Rate is hereby adopted.
