Town Council meeting minutes November 17, 2015


Greentown Town Council Meeting

November 17, 2015 6:30 PM

Members Present: Scott Deyoe, Todd Everling, Dan Adams, J. Scott Flick, Clerk Teresa Duke.

Absent: Joyce Higginbottom.

Meeting was called to order by President Scott Deyoe.

Minutes of Previous Meeting: The minutes of the previous meeting were presented for additions or corrections. Mr. Deyoe asked for a motion to accept. Motion was made by Mr. Flick. Motion was seconded by Mr. Adams. Motion carried.

Approval of Dockets: General Fund total expenses for November 4th – November 17th were $30,327.94. Water Utility was $12,298.03. The Wastewater Utilities totaled $14,527.93. Mr. Deyoe asked for a motion to accept. Motion was made by Mr. Everling. Motion was seconded by Mr. Flick. Motion carried.

Kokomo Humane Society 2016 Contract: Mr. Peelle reviewed the contract and everything is the same including dollar amounts from last year. Mr. Deyoe asked for a motion to accept the 2016 Kokomo Humane Society Contract. Motion was made by Mr. Adams. Motion was seconded by Mr. Flick. Motion carried.

Old Business: Mr. Deyoe read the corrected police report from the month of October 2015. Mr. Deyoe asked for a motion to accept the corrected police report from the month of October 2015. Motion was made by Mr. Flick. Motion was seconded by Mr. Adams. Motion carried.

New Business: Deputy Marshal James Skinner submitted a letter to Marshal Bennett requesting to work a part time security job at the Kokomo Mall. The position is every other Friday and Saturday from 1700 – 2200 at 20 hours a month. This security job will not interfere with Deputy Marshal Skinner’s duties with the Greentown Police Department. Mr. Deyoe asked for a motion to approve a part time security job for Deputy Marshal Skinner at the Kokomo Mall that will not interfere with his Greentown Police Department duties. Motion was made by Mr. Everling. Motion was seconded by Mr. Flick. Motion carried.

The Howard County Department of Emergency Management Office of Homeland Security sent The Town of Greentown a letter explaining the need of updating the Mutual Aid Agreements. Mr. Peelle reviewed the Mutual Aid Agreement. Mr. Deyoe asked for a motion to accept the Confirmation Of And Addendum To Mutual Aid Agreement Between Howard County Department Of Emergency Management And Town Of Greentown. Motion was made by Mr. Everling. Motion was seconded by Mr. Adams. Motion carried.

Mr. Deyoe read the updated policy for the Town Of Greentown Policies And Employee Benefits. Mr. Deyoe asked for a motion to accept the updated Town Of Greentown Policies And Employee Benefits. Motion was made by Mr. Everling. Motion was seconded by Mr. Adams. Motion carried.

Mr. Deyoe asked for a motion to suspend three readings on Ordinance 2015-13. An Ordinance Fixing The Salaries Of The Town Council, Clerk Treasurer, Town Attorney, Town Employees, Plan Commission, And The Board Of Appeals For The Town Of Greentown, Indiana. Motion was made by Mr. Everling. Motion was seconded by Mr. Adams. Motion carried.

Mr. Deyoe read Ordinance 2015-13. An ordinance Fixing The Salaries Of The Town Council, Clerk Treasurer, Town Attorney, Town Employees, Plan Commission, And The Board Of Appeals For The Town Of Greentown, Indiana. Mr. Deyoe asked for a motion to accept Ordinance 2015-13. Motion was made by Mr. Everling. Motion was seconded by Mr. Flick. Motion carried.

Mr. Klein reviewed several applications for the water utility and the wastewater utility employment openings. Mr. Klein interviewed candidates for the job openings and turned in his recommendations over to the town Council for final decision.

The utility subcommittee met with Eric Haupert to fill the wastewater laborer position. Mr. Everling made a motion to hire Eric Haupert for the wastewater laborer for $30,000.00 a year. Mr. Haupert will be on a 90 day probationary period before employee benefits begin. Motion was seconded by Mr. Flick. Motion carried. Mr. Haupert’s employment will start on December 1, 2015.

The utility subcommittee met with Cameron Wright to fill the water department laborer position. Mr. Everling made a motion to hire Cameron Wright for the water department laborer at $26,500.00 a year. Mr. Wright will be on a 90 day probationary period before employee benefits begin. Motion was seconded by Mr. Flick. Motion carried. Mr. Wright’s employment will start on December 1, 2015.

Mr. Deyoe read a letter that will be considered by the Town Council to send to Mr. Alan J. DeBoy, President of Indiana American Water. The letter explained that the council has continued to educate ourselves on the process for investigating the potential sale of the Waste Water and Water Utilities and dealing exclusively with Indiana American may not maximize the potential return of such a transaction to our residents. The Town of Greentown respectfully asks to be released from the Letter of Intent between the Town of Greentown and Indiana American Water dated October 14, 2015.

Mr. Deyoe asked for a motion to terminate the Letter of Intent between the Town of Greentown and Indiana American Water dated on October 14, 2015 and pursue an open market competitive process for operating the utilities in the Town of Greentown. Motion was made by Mr. Everling. Motion was seconded by Mr. Adams. Motion carried.

The Town Council addressed several questions that residents had concerning the potential sale of the utilities. Mr. Deyoe said another option is to not sell the utilities but to find a company to run our utilities.

Guests: Sue Flook asked the Town Council concerning zoning on Cooper Sales on West Payton Street. Cooper Sales is zoned Commercial.

Sue Flook also wanted an update on Danny Barton’s property on West Payton. Marshal Bennett has given Mr. Barton his 3rd warning on a nuisance violation. Mr. Deyoe asked Marshal Bennett to prepare a history on Mr. Barton’s property on West Payton to report to the Town Council on the December 1, 2015 meeting.
