Greentown Main Street Association Minutes

Monday, May 6, 2019

The Greentown Main Street Association met on Monday May 6, 2019 in the Town Council meeting room at the City Building.

Those in attendance were:
Directors present: Jolene Rule, Lisa Stout, Ron Simpson, Ronda Eldridge, Regina Poe and Garry Hill.

Directors Absent with regrets: Liesbet Patrick, Katie Regan, Rachel Jenkins, Mark Lantz and Ed Hannah

President Jolene Rule called the meeting to order at 7:00 PM.

The minutes of the April 2019 meeting were presented. The minutes were approved as written.

The Treasurer's report for April was read. The report was filed for audit.

The taxes have been filed with BCR accounting

Organization

Membership – It was reported (45 paid, 3 exchange and 1 free. )

Fundraising – Is in need of a chairman.

Website – Lisa reported that she renewed the domain name for 3 years. Also the website business directory and the 2019 board membership list has been updated.

Facebook Page – Jolene reported that the facebook page has 305 followers. Keep sending her your event information. It is another way to promote the town, A comment was made that followers like to see pictures of the town, especially our out of town followers.

Design - Katie Regan -Chairman

Committee Members: Jolene Rule, Rachel Jenkins

Revitalization Plan - Jolene recognized Katie Regan for her continued effort to keep in touch with INDOT on our street project. There has been an open house meeting set for June 4, 2019 at Century Villa from 3 -6 PM to allow residents and business owners to talk to INDOT and see first hand the plans for the street construction. Letters will be mailed or hand delivered to effected property owners.
Town Beautification – Jolene reported that flowers will be planted May 11 starting at 9 AM. All are welcome to help plant.
Murals and Signage – The Wayfinding sign ribbon cutting will be May 15 at 1:00 PM with snacks afterwards at Main Occassions Catering. All are welcome to attend.

Jolene is planning to apply for a Community Foundation grant to help cover the cost of the mural. The artist will need a place to stay and scaffolding and a scissor lift to paint over a 4 day period.

Christmas Lights – No report

Economic Vitality - Mark Lantz - Chairman.

It was reported that there was a ribbon cutting at the new Dirt & Turf on W. Main. Garry Hill stated that the street signs for Dirt & Turf have been put on hold until the new street is completed so they know where to put them.

 

Business Directory – Regina Poe – chairman

27 ads have been sold, not all have been paid for yet. This makes up to 30 pages possible. The school will get a 2 page spread. Bruce Shrock will take pictures. June 1^st is the deadline to get it to the printer. Thanks to all who have sent in copy for this directory.

Promotion

Music At The Fountain – The 2019 schedule has been set. Dates are July 25-Sept 12. Ed Hannah received permission to block off the street and he also recived permission from the school to use the Performing Arts Center as a rain location.

MATF Scholorship – Jolene reported that They should find out soon if any student applied for the MATF scholorship. On May 30^th Ed and his wife Connie will make the check presentation.

Community Rummage sale – Robin Hainlen. The May 18 map will be available on May 14^th.

 

Lt. Mike Andry Ride – July 20, 2019. Garry reported that everything is on schedule. There is a fundraiser at Hacienda in Kokomo on May 16 and 20% of sales will go to the ride. Get your coupon online from the Main Street Facebook page or Garry can send you one. 

Community Garden – New dirt has been purchased for the garden.

Art Show – Aug 10, 17 & 24 at the Meridian Street Christian Church. 10 AM – 3 PM

Holiday Bazaar – Jodi Cecil -November

Farmers Market – June – Sept. - Has received permission from the school to use the parking lot at Green & Main. Might have to find a new location in 2020 because of construction.

Fall Festival – In need of a chairman.

Old Business – None

New Business – Garry Hill reported that in the “Outdoor Indiana” magazine every issue has a Hoosier Profile article. In the May 2019 issue Garry is in an article called “Widlcat Gardens and paddling thru”. He mentioned that from roads 213 to the reservoir there are 5 canoe public access site canoe put ins.

The Greentown Main Street Association met on Monday April 1, 2019 in the Town Council meeting room at the City Building.

Those in attendance were:

Directors Absent with regrets: Liesbet Patrick, Ronda Eldridge, Rachel Jenkins and Ed Hannah

Guests present : Jenny Cole

President Jolene Rule called the meeting to order at 7:00 PM.

The minutes of the March 2019 meeting were presented. One correction – Under facebook. Change the over 300 followers to almost 300 followers. Ron Simpson made a motion to approve the minutes as corrected and Mark Lantz seconded. The motion passed.

The Treasurer's report for March was read. The report was filed for audit.

The Treasurer reported that the entity report has been filed and the check to the Fire Department has been sent.

Organization

Membership – It was reported (45 paid, 3 exchange and 1 free. )

Fundraising – Is in need of a chairman.

Website – Lisa asked for those with events to send them to her so she can add them to the community calendar. She also said that the changes will be sent for the business directory and membership list on the website this next month. The membership banner for the post office has been ordered.

Facebook Page – Jolene reported that the facebook page is doing great. Keep sending her your event information. It is another way to promote the town.

Revitalization Plan - Katie reported that she has received good reports on the Business owners meeting and thanked Mark Lantz for organizing that meeting. She said INDOT is working on stage II plans of our Main Street Construction and they are working on Maintenance of traffic plans. There still needs to be a meeting with INDOT and the Main Street Business owners which should be scheduled in May when they have more to report. There were two options for closing Main Street for construction . 1. Close all of Main Street 2. Close only sections of Main Street at one time. (4 sections).

A stoplight at Main and Harrison might still happen. (For school traffic. )

Jolene mentioned that she still would like to see the ugly wooden light poles off of Main Street and replaced with decorative light poles.

Mark suggested that INDOT might coordinate their meeting with the next Business Owners meeting in June.

Town Beautification – Jolene reported that she will order flowers from Heartland Market for the planters, and Adopt A Spots around town. Plans have been made for Saturday May 11 to plant and clean up the various areas around town. Some artificial plants have been placed in the stoplight planters by an anonymous donor.
Murals and Signage – The Wayfinding signs are completed. All that needs to be done to complete our grant obligations is to have a Recognition Ribbon Cutting. This could be in early May. All of the public is invited. Will invite the press and local dignitaries.

Everything is ready to paint a mural on the Main Occasions wall except for the money. We need $10,000 for this. We have an artist willing to do it in September if the funds are available. The design is an Interurban car 10' x 30'. There was discussion as to who would own the mural. Garry Hill reported that according to the town ordinances that any owner of any building owns everything on that building. If the building was sold the new owner would own it.

Christmas Lights – The Christmas lights have been taken down and stored for next year. A check has been sent to the Fire Department of doing this for us.

Economic Vitality - Mark Lantz - Chairman.

March 25^th was the business owners meeting. 16 people attended. There are new people attending each meeting. A lot of networking is going on. We all share a commonality the Greentown Business owners have an interest in their town.

Because Main Occasions has not charged us for the last several meetings, Mark made a motion that we pay for a half page ad in the new business directory that Regina is putting together. Garry seconded it and the motion passed.

Mark reported that Family Dollar is closing. He said there are people looking for commercial property and this would be a good building. There was discussion on Boutiques and how they are popular and drawing people in. We need to think more “outside the box “.

 

Business Directory – Regina Poe – chairman

The business directory needs 22 businesses @ $75.00 ad space to pay for it. Regina has secured a photographer to take pictures of Greentown to honor the theme “ A good place to work, live and play.

It was mentioned that Craig Trott might have some good pictures that could be used.

Promotion

Music At The Fountain – The 2019 schedule has been set. Dates are July 25-Sept 12.

MATF Scholorship – Jolene reported that scholorship(s) of $500.00 will be given to an Eastern High School senior who plans to pursue a career in the Arts.

Community Rummage sale – Robin Hainlen. May 18 & Sept 14 have been set for the Rummage Sales. A map will be made if there is enough interest in it.

 

Lt. Mike Andry Ride – July 20, 2019. 

Community Garden – Applications are available for plots in the garden for the 2019 season.

Art Show – Aug 10, 17 & 24 at the Meridian Street Christian Church.

New Business – Discussion on the Greentown Glass Festival and starting it again. The problem has always been a chairman. The NGGA is planning something for their anniversary. Reed Kaiser's name was mentioned that he might be interested. It was suggested to contact Robin Hainlen. Garry Hill mentioned that he use to have canoe rides and races during that time.

The Greentown Main Street Association met on Monday March 4, 2019 in the Town Council meeting room at the City Building. (It was 8 degrees outside. )

Design - Katie Regan -Chairman

Revitalization Plan - Katie reported that 1/3 of the work has been completed towards replacement of 22/35 per the meeting with INDOT on Feburary 20. This meeting was to get people with properties impacted to get permission to do the work. Katie learned that there are some things that we requested that will not be done. The street from the bridge to Hamer street will just be resurfaced. She said that if any bricks or evidence of the Interurban are found that they will be saved. Also a lot of this project will be pieced out to the highest bidder. Katie is still interested in looking at their budget for this road project to see where the money is going.

It was discussed at the February meeting with INDOT that the Green Hills area is eligible to be on the Historic Registry as a Historic District Community.

Indot say there will be no signals at Harrison & Main or at SR 213 & Main. There is not enough traffic. They also indicated that there would be an informational public meeting at some point. The town will send the clean storm water out to the reservouir. It was asked about all new sidewalks. The answer was yes to the downtown sidewalks but not all sidewalks down main street will be replaced. Also there will be no bump outs.

Town Beautification – Jolene reported that she will order flowers from Heartland Market for the planters, and Adopt A Spots around town. She reported that one planter downtown is holding water and will talk to Mike Maulk about it. Around Mother's Day will be the clean up and planting of new flowers.
Murals and Signage – The second half of the grant has been received and a final check has been sent to Clifford sign. There are old signs behind the new signs and the town has agreed to remove these old signs. We will have an opening ceremony for these signs as soon as it gets warmer.

Jolene reported that she has been in contact with a muralist in Illinois. “Wall Dogs”. They travel all over the world and are willing to come to Greentown and put an interurban mural on the Main Occassions west wall if we can raise the money. $10,000 is needed. They could do it in September or next Spring. It has been reported that there are original rails from the Interurban track that ran thru Greentown. These could be displayed somehow underneath the mural.

Fall Festival – Drew Reed has resigned from the board and is not able to chair this event at this time. If this event is going to continue it needs a Chairman

Old Business – Community Directory – Regina reported that 1000 copies of a 20 page directory will cost $1325.00. She discussed selling ½ page ads to cover the cost. The mission of this directory would be to let others know that Greentown is still open for business during the 33/35 construction. Some discussion was made on where to distribute these directories. Katie Regan made a motion to allow Regina Poe to continue to pursue this directory. It was seconded by Jenny Cole and the motion was approved.

New Business – Floyd Krieg reported that there has been a lot of use at the boat ramp west of town, He takes care of it. It is American Water property and the town mows the area. Main Street has offered to help him if he needs anything to keep the area user friendly.

Ron Simpson made the motion to adjorn and the meeting was closed at 8:35 PM.

Monday, November 5, 2018

The Greentown Main Street Association met on Monday November 5, 2018 at Main Occasions Catering for the Annual Meeting. Those in attendance were:

Directors present: Jolene Rule, Lisa Stout, Garry Hill, Mark Lantz, Liesbet Patrick, Ronda Eldridge, Rachel Jenkins and Katie Regan.
Directors Absent with regrets: Drew Reed, Ron Simpson

Guests present : Jim Miller, Mary Miller, Renda Hurst, Regina Poe, Brad Miller, Jodi Miller, Scott Deyoe, Robin Hainlen, Joyce Yager, Rita Hill, Zachary Houghton, Theresa Houghton, Diana McCarthy and John McCarthy.

Jolene Rule invited all in attendance to fill their plates at the buffet offered by Main Occasions Catering. She then called the meeting to order.

Jolene introduce the guests present and thanked Scott Deyoe and Mark Lantz from the Town Council for their support this last year.

The minutes of the September 2018 meeting were presented. Mark Lantz made a motion to approve the minutes and Katie Regan seconded. The motion passed.

The Treasurer's report for October was read. Liesbet Patrick moved they be filed for audit and Katie Regan seconded the motion. The motion passed.

The Treasurer presented the 2019 budget. Katie Regan made a motion to accept the budget and Liesbet Patrick seconded the motion. The motion passed.

Mark Lantz, chairman of the Nominating Committee, read two proposals to change the Greentown Main Street by-laws for their second reading. These changes are needed in order to give the board more flexibility and to give a vice president more experience to step into the president position.

The changes are as follows:

Section 4 Terms of office:

The terms of office for the President, Secretary/Treasurer will be one year with a maximum term of three consecutive years.

Change to:
Section 4 Terms of office:

The terms of office for the President, Vice President, Secretary/Treasurer will be one year with a maximum term of three consecutive years or until their successors are elected. If after not holding a particular office for one year a person may be elected to hold that office again.

A Vice President position could be available if needed.

To add the option of Vice President to our list of officers we would need to add this to the By-Laws under Article V, page 6
Section 6 The Vice President

The Vice President shall, in the event of the absence or inability of the President to continue his(her) office, shall become acting president of the organization with all rights, privileges and powers as if he(she) had been duly elected.

Liesbet Patrick made a motion to change the by laws to add the Vice President position back into the by-Laws. Ronda Eldridge seconded and the motion was approved

Garry Hill made the motion to change the terms of office in the by-laws to reflect the proposed changes. Mark Lantz seconded this motion and the motion was passed.

Mark Lantz presented the slate of nominees for members of the 2019 Board. This would be a three year term. Those Board members up for re-election are Ronda Eldridge, Ronald D. Simpson, Lisa Stout and Rachel Jenkins. Also nominated were Regina Poe and Ed Hannah. Jolene Rule asked for nominations from the floor. After receiving no other nominations Liesbet Patrick made the motion to accept these nominations and John McCarthy seconded. The motion was approved and all were elected.

Mark then presented the list of Officers for 2019. President – Jolene Rule, Vice President – Regina Poe, and Sec/Treas – Lisa Stout. Katie Regan seconded the motion and the offices were elected for 2019.

Organization

Membership – It was reported that we ended 2018 with 56 members. (46 paid, 1 exchange and 9 free. ) Lisa said that her goal in the past has been 50 members and this year we achived that goal. She has set the goal for 2019 at 55.

Fundraising – Is in need of a chairman.

Website – Lisa reported that she continues to get phone call questions and feels that the website is working for us. She will update the membership and directory pages when the membership renewals are in during February.

Facebook Page – Jolene reported that the facebook page is doing well with over 200 followers. Keep sending her your event information.

Revitalization Plan
Katie reminded everyone that the revitalization plan of Sept 2017 has been approved, and parts of the 1998 plan were incorporated into it. We should not let the plan be forgotten and there are things we can do with little or no money to accomplish some of these plans.

The 22/35 project will be a trying time for all but it will be worth it. Things are on track for the beginning construction in 2020. We want to keep our downtown businesses open during this time Billboards and social media will play a large part in this.

Town Beautification – Jolene Rule reported that the flowers on the corners had been donated by Heartland Market this year and that the town employees watered them. She thanked those who helped to plant and water the plants and for helping to make the town look nice.
Murals and Signage – Main Occassions is still planning a mural on the west side of their building. They are still considering designs and artists to do the work with possible grants to help with the cost.
Wayfinding Signs- A letter was received from Clifford Sign that our signs should be completly done and installed by Thanksgiving weather permitting. The grant we received for this project is a matching grant and we are still less than $500 short. Thank you to those who have donated so far. ( The Town of Greentown, Howard County, Bridge of Life, Greentown Main Street, Greentown Glass Museum, National Greentown Glass Association, Greentown Lions Club, Jim & Mary Miller, Research Club.)
Historic Designation - Rachel Jenkins.
The final steps were completed this year to put our downtown area on the National Historic Register. On Tuesday Nov 13 at the History Center there will be a meeting for business owners to learn how they can apply to make inprovements on their buildings and see what is available. All are welcome.
Christmas Lights – Jim Miller reported that the Christmas lights are ready to hang whenever the Fire Department can do it.
Joyce Yager asked to be added to the Design Committee.

Economic Vitality - Mark Lantz - Chairman.

Mark reported that it has been an active year. As Main Street partners with the Town Council and businesses & orgainzations to all work together. “Folks will benefit from what we are doing. “

The Quarterly Business Persons Meetings have been productive. Round table talks about what is on their minds. First impressions was one topic and what the school can offer the town was another.

There are over 50 known businesses in Greentown.

This Year: Century Villa & Centry Fields receivd new owners, Blondies Cookies is expanding to Castleton. There is interest on the land south of Casey's on 213. A New medical clinic plans to open at Centry Villa. Greentown Flooring and Main Occassions redid the facades of their buildings.Brad Howell Ford is moving out on Nov. 19 and Dirt and Turf plan to fill that building.

There is a lot of energy in this town and we need to continue to keep it moving. We are still in the development stages of our revitalization Plan and it will pay off in the long run.

 

Promotion

Music At The Fountain – Ed Hannah sent in a report that we started with $6951.85 and after income and expenses ended the season with $7100.35. MATF paid $500.00 toward the Main Street Insurance. There is still some cake walk money that has not been turned in.

MATF Scholorship – As long as there is money available the scholorship will continue.

Community Rummage sale – Robin Hainlen. Will consider a map for next year.

 

Lt. Mike Andry Ride – Rita Hill reported that this years ride was a wash out but still made over $12,000 for charities. 30 motorcycle riders rode in the rain. Thank yous were given to those who donated to the auction and to the event. Next years ride will be July 20, 2019. 

Community Garden – Three gardeners this year. Will try it again next year if there is any interest.

Art Show – 53 entries this year. Was a good show. Thank you to Meridian Street Christian Church for allowing us to have the show there. Will receive a Walmart Grant of $250.00 for Ronda Eldridge's participation in organizing and set up.

Holiday Bazaar – Jodi Cecil -November 10, 2018 at the fairgrounds. 9 AM – 3 PM

Farmers Market – It was a small market this year but we had excellent vendors.

Fall Festival – Even though this event was cancelled in 2018 Drew Reed is still planning to have it in 2019.

Old Business – None

New Business – Jolene gave special recognition to Lisa Stout for her help this year, Katie Regan for all her work with INDOT, Mark Lantz for bringing owr downtown businesses to life, Ron Simpson for his knowledge of Robert's Rules of Order. To Rachel Jenkins and her work with the Historical designation, To Jim and Mary Miller for getting the new Christmas Lights, to Amy & Russell at Main Occassions for the excellent food, to all board members and to all the Chairmen of each committee.

Comments – Joyce Yager thanked Main Street for their partnership with the Greentown Historical Society in applying to host a Smithsonian Exhibit and establish a permanent exhibit of WWII and forward. The Grant was submitted with thank yous to Jolene Rule and Mike Imbler Lion's Club president who sent in letters of recommendation. The Historical Society is working on a permanent bank exhibit and are in need of a teller's cage.

Renda Hurst said that in light of the news lately we should encourage everyone to be the spirit of inclusion to everyone around us. In her 44 years here she has never experience racisim in Greentown.

Scott Deyoe commented that things are happening in downtown Greentown. The more events we have downtown the better. We need businesses in town so that we do not have to go to Kokomo to meet our needs. The Greentown Glass Festival is in talks of returning for the 2020 anniversary of the opening of the Glass Museum. Our Fairgrounds are our biggest asset.

Garry Hill said that kayak races were held during the Glass Festivals and would like to see that happen again.

Robin Hainlen confirmed that the Glass Museum is working on their 50^th year celebration.

Jolene asked that if there was any objections to not having a board meeting in December and January. Liesbet made a motion to not have meetings in December and January. Katie seconded and the motion passed.

Jolene drew numbers for door prizes and with no other business the meeting was adjourned at 8:34 PM.

The next meeting will be February 4, 2019, 7 PM at the City Building

The Greentown Main Street Association met on Monday October 1, 2018 at the Greentown City Building Town Council room. Those in attendance were:

Directors present: Jolene Rule, Lisa Stout, Ron Simpson, Garry Hill, Mark Lantz, Liesbet Patrick, Ronda Eldridge,Rachel Jenkins and Katie Regan.

Directors Absent with regrets: Drew Reed

Guests present : Zachary Houghton and Mike Imbler

Jolene Rule called the meeting to order at 7:00 PM.

Mark Lantz chairman of the Nominating Committee presented the slate of nominees for members of the 2019 Board. This would be a three year term. Those board members up for re-election are Ronda Eldridge, Ronald D. Simpson, Lisa Stout and Rachel Jenkins. Also nominated were Regina Poe and Ed Hannah.

Mark read two proposals to change the Greentown Main Street by-laws. The Treasurer's report for August and September were read. Ron moved they be filed for audit and Mark seconded the motion passed.

Organization

Membership – One new membership – Lori Goodnight ( Cupcakes for a Cure)

Fundraising – Is in need of a chairman.

Website – Lisa reported that she continues to get phone call questions and feels that the website is working for us.

Facebook Page – Jolene reported that the facebook page is doing well with over 200 followers. Keep sending her your event information.

Revitalization Plan
Katie gave a Downtown Enhancement Grant Quarterly report. Her committee is looking for projects that can be completed with little or no money before the street project begins or even while it is going on. A lot of things can still be negotiated into the street project. Storm water is still a problem but the street project should be able to locate some of the reasons for this. Downtown sidewalks will be wider that other sidewalks and have space for potential trees. We will have to plant our own trees. Negotiations are being made to move the overhead power lines to the alley.

Jolene mentioned a new product Silva Cells. They are planted under the sidewalk and they hold water to water any trees planted there.

Murals and Signage – Katie passed around a picture of the wayfinding signs. She said we are still short in funds to match the grant but there are a few that have pledged money and should be sending payment soon. Clifford Sign will install per INDOT specifications. We can not use the town in kind for this but will use it when we have to take down the signs for the 22/35 construction.

Main Occasions painted the west side of their building in preparation for a mural. They will wait until the spring to continue work on this project

Historic Designation - Rachel Jenkins.
This designation is good for the town, Gives us some prestige. Some environmental protection and possible grants for home owners on tax benefits for commercial property. St Rd 35 is still a federal road and nothing that we are doing has increased federal regulations.
Town Beautification – Jolene Rule
Jolene reported that they are beginning to remove some flowers and clean up the beds for the winter.

Economic Vitality - Mark Lantz - Chairman.

 

The Oct 15 Quarterly meeting will be at Main Occassions at 5:30 PM. The topic will be “Eastern Schools – What value do they bring to Greentown?'

St Vincent Clinic closed and moved to Kokomo. Herbst Pharmacy will still remain in Greentown. Effort is underway to keep Nurse Practitioner Marcia Bouge in town at a new location.

Dr. Begeman's building is for sale.

Brad Howell Ford will be moving to Kokomo soon and Dirt and Turf will move into that building.

A new restaurant Leah Lou's opened where Golden Girls was.

Mark said he was asked to reopen the relief fund for the East Coast. He is looking into it.

Subway is waiting on the 22/35 construction to start building their new building.

 

Promotion

Music At The Fountain – Jolene reported that MATF had a good year. 1 night was rained out.

 

MATF Scholorship – As long as there is money available the scholorship will continue.

 

Lt. Mike Andry Ride – Raised money for charity even though it rained.

Community Garden – The sign that was on the shelter that was left on school property at the old community garden was returned. Will put it in storage.

Art Show – 53 entries this year. Was a good show. Thank you to Meridian Street Christian Church for allowing us to have the show there. Will receive a Walmart Grant of $250.00 for Ronda Eldridge's participation in organizing and set up.

Holiday Bazaar – Jodi Cecil -November 10, 2018 at the fairgrounds. Letters have been sent out to previous Holiday Bazaar vendors.

Farmers Market – Racheal Parker sent in a report for a successful season which was read to those present.

Community Rummage Sale – Robin Hainlen chairman – sent in a report that there was not enough interest for a map. But the rummage sale day still happened and seemed to be successful.

Fall Festival – Oct 5 was cancelled

New Business – November 5 will be the Annual meeting at Main Occasions Catering.

September Main Street Board meeting

The September meeting was cancelled due to the Holiday. The next meeting will be October 1 at 7:00 PM at the City Building.
